ezRPG is a free PHP game (engine) which can be customised however you want, since it's open source.
However, it is not a script without terms. See License.

ezRPG has many features that are essential to an RPG game, and the script is very easily customized, since there are tutorials available to guide the user, and a forum to get more help.
